The Expert Council provides a reasoned vote on the following issues:
The inclusion of a candidate for membership of the Expert Council in its composition. In this case, each of the votes cast is multiplied by its combined rating.
Exclusion of a member of the advisory council from among its members. In this case, each of the votes cast is multiplied by its combined rating.
Stopping the rotation of topics. In this case, each of the votes cast is multiplied by its combined rating.
Stopping the rotation of question. In this case, each of the votes cast is multiplied by its rating on the topic to which the matter in question.
